Harrogates Ripley and Dales Scheme

Building a walking and cycling route along a former railway line is an approved way to 'mothball' a line for potential rail re-instatement. Sustrans owns numerous former railway lines 'in trust' for precisely this reason. In Scotland we are currently working with the Scottish Executive on re-opening the Airdrie to Bathgate line and the Waverley Line (Edinburgh to Gallashields) whilst, of course, also maintaining the established levels of walking and cycling.
 
Indeed just north of Harrogate an embankment section of the former railway line to Ripon was re-constructed at the behest of the councils' planning department - purely because - the land is protected for the proposed cycle route.

BYKES OR TRAINS?
This scheme seems to have lots of benefits and as indicated makes lots of connections for walkers and cyclists. There is just one problem that I can see with it running on the old railway line. There is a proposal to reopen this line from Harrogate to Ripon. Although the political climate is not yet running in favour of rail reopenings, with the increasing use of rail nationally it may well be a good thing for this line to reopen. It would be a pity to do anything that would be a barrier to a future use as a railaway or to make an investment that would be lost if the line were to reopen. Is there an alternative route that doesn't use the rail line?
